If teams could just exceed the cap to resign existing players (as we all learned was possible in the NBA by their free-agency freak-show), the ‘Hawks wouldn’t have this problem. Such a system (usually) rewards the teams that scout or draft good young talent by not forcing them to dump them as soon as they become too expensive to re-sign.
But the owners wanted a stiff cap, got a stiff cap, and now the NHL will get to see the casualties of a stiff cap.

AHL salary cap
No there isn’t.
As for why not, well you can only shuttle two-way contracts and only certain ones of those. The two-way AHL part doesn’t pay very much, either.
The summer salary cap includes one way contracts destined for the minors so it limits how many of those you can have.
Basically, it’s already covered in the CBA in other ways.

limits on the number of “veteran” players who can be on a team. and since NHL teams have limits on how many guys they can have under contract, there are limits to how many guys will be available to send to the AHL
it is a developmental league for the NHL. there really isn’t much money in it for the owners (and they certainly aren’t going to spend much money on players when the NHL team is paying for the ones they supply).
