The Chicago Blackhawks have five non roster players that are restricted free agents that can extend qualifying offers. They are: Mark McNeill, Mathieu Brisebois, Matt Fraser, Garrett Ross and Ryan Haggerty. If they tender an offer to them it means they intend to negotiate a deal or if they don't qualify a player it allows them to become an unrestricted free agent and sign elsewhere.
